From Wikipedia, the free encyclopedia. Bill Brochtrup (born March 7, 1963) is an American film, television, and stage actor. He is known for playing "PAA John Irvin", the gay administrative aide, on NYPD Blue. Brochtrup was born in Inglewood, California and raised in Tacoma, Washington, attending New York University's Tisch School of the Arts.
